A neighbourhood that is not in Orlando

Dr. Phillips is unincorporated. The Census records it as Doctor Phillips CDP — a Census Designated Place, the Bureau’s category for a community without its own municipal government. Orange County is the government here: county zoning and permitting, county code enforcement, and the Orange County Sheriff’s Office, whose patrol sector explicitly lists Dr. Phillips among the areas it serves.

That matters in ordinary ways. A business tax receipt runs through the county zoning division rather than a city. A permit is a county permit. And when a buyer or a title company needs a definitive answer about what a parcel is zoned and whether that zoning is consistent with the county comprehensive plan, Orange County issues a Zoning Verification Letter — currently $128 for conventional zoning or $222 for a planned development, with up to a thirty-day turnaround. For anything where the answer has money attached, that letter is the document to have rather than a screenshot of a map.

The other thing to check at parcel level is what special assessments ride on the tax bill. In unincorporated Orange County, Municipal Service Taxing Units fund localised services — street lighting, retention pond and lake management, common-area maintenance, subdivision walls — and they are billed directly on the annual property tax bill rather than collected by an association. Big Sand Lake is flagged as an MSTU/MSBU lake with its own advisory board. Whether a particular home carries any of that is a question the tax bill answers in a minute.

One correction worth making, because it appears constantly in listings: the Dr. Phillips Center for the Performing Arts is in downtown Orlando. It carries the family name through philanthropy. It is not in this neighbourhood, and a property here is not near it.

Citrus, Bay Hill, and the lakes people get wrong

Philip Phillips arrived in Florida in the 1890s, lost his first grove to the Great Freeze, came back, and by the late 1920s was the largest individual citrus grower in the world. The Dr. P. Phillips Company was formed in 1920, and in 1928 built what it described as the largest and most modern citrus packing house in the world at Sand Lake, adding flash pasteurisation for canned juice the following year. In 1954 the family sold the agricultural business to Minute Maid and reorganised around the remaining real estate, founding the Dr. P. Phillips Foundation the same year.

What followed is why the area looks the way it does. Working with a planner in the 1940s and 1950s, Dr. Phillips and his son Howard laid out a community intended for about five thousand residents, with utilities, shopping and civic infrastructure planned in. Bay Hill came first, from 1960, on roughly 648 acres with density capped at two homes per acre around a championship course. Howard Phillips’s company built a five-mile sewer main and ran potable water lines to make it work. Arnold Palmer saw the course in 1965, told his wife he had just played the best golf course in Florida and wanted to own it, and acquired it in the early 1970s. The Arnold Palmer Invitational has been played there since 1979 and is now a PGA Tour signature event.

Two lakes cause recurring confusion. Big Sand Lake, at about 1,021 acres, and Little Sand Lake, about 151 acres, sit in the Shingle Creek watershed. They are not part of the Butler Chain of Lakes, which lies to the west around Windermere, and neither is covered by either of Orange County’s two water and navigation control districts — the Lake Conway district and the Windermere district. Orange County’s own community page describes Dr. Phillips as benefiting from proximity to the Butler Chain, which is fair as geography and misleading as a boating claim. If lake access matters to a purchase, establish which water body the property actually touches and what rules govern it before assuming anything.
